In April we were pleased to welcome newly appointed members to the Lawrence-Douglas County Board of Health — Erica Hill and Hugh Carter.
Erica Hill
Erica Hill-Skar graduated from the University of Kansas with an undergraduate degree in Human Biology and earned a master’s degree in Healthcare Leadership from Friends University. In addition to overseeing finance and operations for the LMH Health Foundation, she is also engaged in the broader, strategic work of LMH Health, including health equity. Erica is also a newly elected member of the Lawrence Public Schools.
“I’m excited to be a part of this board because I am passionate about health equity, and encouraging the health of our community is important to me. Everyone deserves the opportunity to be healthy,” she said.
Erica volunteers her time by serving on numerous committees and advisory councils. She’s also held a number of board leadership roles, most recently serving as president of the board for the Boys & Girls Club of Lawrence. In 2019, Erica was named one of the top 40 young professionals in healthcare philanthropy in the country by the Association for Healthcare Philanthropy.
Hugh Carter

Hugh Carter is vice president of external affairs for the Lawrence Chamber of Commerce and a former Lawrence City Commissioner. Carter has been active in the Douglas County Health Plan’s steering community for the past several years.
“Community building is really a passion of mine, and I think my involvement with the Chamber brings about unique opportunities for these efforts to help improve the health of everyone in our community.”
